Well, maybe. I envisioned the Pope as a power broker in Europe and not a military power. I am not opposed to someone playing the Papal States, but Rome should not be played as if it were a typical nation. The pope will have limited ability to act on the map except through influence, money and secret deals. Well, maybe. I envisioned the Pope as a power broker in Europe and not a military power. I am not opposed to someone playing the Papal States, but Rome should not be played as if it were a typical nation. The pope will have limited ability to act on the map except through influence, money and secret deals. Should religious strife arise in Europe well the Pope might be kept pretty busy.
My thoughts on it are still evolving. If you still want to rule Rome, let me know.

You are correct, but I want to see how such a "nation" might work in game terms. I have some ideas about how that nation will influence the game and want to try them out. I had planned to do it myself as an NPC, but may give it to a player.Really don't agree here. 16th century Popes were as much a secular power - and a very notable one at that, this being the era of the Borgias and so forth - as, say, Austria or France. To disable the Papacy in that regard would be to completely change the Italian situation, as Papal power was indeed vital in countering the ambitions of Venice, France and Austria, in one way or another (until the Sack of Rome, anyway). Meanwhile, Papal INFLUENCE was actually on decline, as the Popes had neglected it somewhat.
