A New Chapter in French/American Relations​
The United States has exchanged diplomatic notes with France which have the following effects:

France:

  • undertakes to respect the United States blockade of Brazil;
  • undertakes to provide no military support to any parties in the Americas;
  • undertakes to normalise relations with the United States; and
  • undertakes to support American normalisation of relations with Brazil consistent with the terms found in the Caracas Declaration.

The United States:

  • undertakes to allow French shipping freedom of passage
  • undertakes to normalise relations with France; and
  • undertakes to normalise relations with Brazil consistent with the terms found in the Caracas Declaration

Caracas Declaration:
The United States offers to restore diplomatic relations with Brazil and lifting of the blockade provided the following terms are met, these being:

  • holding of free and fair democratic elections open to all;
  • freeing of political prisoners, guarenteeing of their safety and security and the restoration of their political rights and economic assets
  • permitting the return of exiles, guarenteeing of their safety and security and the restoration of their political rights and economic assets
  • restoration of the economic assets and rights of foreign firms
  • demobilisation [OOC: 40% seems reasonable]
  • demilitarisation to a reasonable peacetime army [OOC: I'll accept levels equivalent to Argentina and Colombia combined]
  • an undertaking to abstain from hosting of foreign troops or facilities;
  • a pledge of neutrality.

The United States notes that any hostile action against United States friends and allies will invalidate the Caracas Declaration and demand the use of force.

Our Republican Government only works if the majority is held in check by constitutional checks and limitations - the only guarentee we have of freedom. Whoever rejects this ought to just put on a crown and call themselves King - King Hamill.

Let us reflect on the bigger picture for a moment: the United States is the last country on earth where democracy flourishes and where men's are truly free to enjoy the fruits of their labors. The Germans might argue otherwise but they tried to buy themselves a state. Hunter offered it to them for a song. I'd have asked for more. [Gales of laughter]. - Office of War announces Compulsory Enlistment Program -
In face of a continued war for survival and stability within the Southern Cone, and with the approval of the newly elected emperor, the Royal Imperial Office of War has declared a compulsory enlistment program to be put into place. The program will involve the drafting of all eligible men within the age groups of 16 to 40 into the Imperial Army. This draft may be excused if the person in question pays a moderate service exemption fee.

Additionally, eligible women within the age groups of 20 to 30 are also to be put into service. The price of the exemption fee is slightly lowered, but is still required if they are to avoid the draft.

To explain the reasoning behind the draft, Arch-Chancellor Silvio Marconi announced that "This is not a war for conquest or glory, but for our survival as a sovereign nation, and the continued peace in South-America. The anarchistic Argentinians will have nothing less than genocide, and we are thus forced to put all our strength into facing this threat towards our way of life. We do this so that we may end the conflict, so that our future generations may live happily in peace - and prosperity. So stand up, citizens of Bolivia! Do your duty for your nation. Fight well for your Emperor. To victory!"

With the friendship between our states and peoples in mind and heart, France urges Brazil to pursue normalisation of relations with the United States and her own neighbours, in accordance with the Caracas Declaration. Brazil has earned herself a Republic, and France is confident she can uphold her new traditions.

France has withdrawn from the Trieste-German Union War in the belief that, while France ideologically stands with the German Union, the Austrian Crisis does not directly involve France, and therefore it is not France's place to involve itself directly in its resolution.

That being said, France reaffirms its friendship with the German Union. France wishes it be known that she will stand by the German people's side, should they be threatened from any source unrelated to the current conflict.

The GFA applauds French de-escalation from the Italian squabble. People of Germany are also looking forward to being left alone by the Italian imperialist bullies. Hopefully, soon the peoples of the Apennine peninsula will realize how delusional their leadership's geopolitical ambitions are. Until then, we welcome Italian troops on our killing fields.

The GFA is cautiously optimistic about de-escalation of the Brazilian conflict, but urges Brazil to not disband a single division until the US fully cancels its blockade, recognizes the Brazilian state in whichever form the elections determine it to be, and commits to a non-aggression pact with it.
 
We support the peace initiative in Brazil.
We also laugh heavily, the last time we checked, Austria, Croatia, Slowenia, Bohemia and large parts of Venetia were not occupied by Italian soldiers.

I preface this with gratitude towards the United States in finally engaging in reasonable diplomacy with our nation.

That said, we want for some clarification to some of the clauses.

  • permitting the return of exiles, guarenteeing of their safety and security and the restoration of their political rights and economic assets

We would do both of these, except for one pivotal aspect. Surely you cannot expect a democratic Brazil who just fought tooth and nail against Monarchist leaders to accept them back into the political landscape with open arms. They were the root cause of much of the peoples' suffering. Brazil is open to releasing them and guaranteeing their safety, but for the sake of the stability of the nation, we cannot allow significant figures of the Monarchy free reign in Brazil's politics lest another civil ravages the country in ten years. Again, we do not intend to hold them in prison or threaten their safety, but they forfeited their right to participate in Democracy when they did everything they could to fight against it.

We would like clarification on this aspect, specifically on "facilities." Is this pertinent to military facilities exclusively? If so, we will agree.

Certainly, we will agree to stay out of the affair between Argentina and Bolivia, however, we do intend on engaging in both South American and international diplomacy, creating alliances and protecting our interests along the way. Surely, the United States does not mean to diplomatically isolate Brazil?
 
The empire of Mexico gladly opens its arms to any Brazilian monarchists that wish to leave Brazil
OOC: It's up to you to decide how to play the game, but your flip from the Oaxaca Commune to a pro-monarchist government is very out of character. It's also gamey: you join as the bigger of the two anti-monarchist forces in Mexico, then surrender yourself to the Imperial government and immediately re-join as the Empire. I think it'd be a bit more in-character if your government at least tried to keep some connection with the left wing it once used to belong to.

Also, I think Bolivia or Columbia would be a more natural escape destination for Imperial collaborators.
 
Following suit with Mexico, the Great Empire of Bolivia opens its arms to all Brazilian citizenry whom no longer feel welcome in the new socialist sesspool their nation has become.

Fraternal Alliance for Peace and Social Progress​
The undersigned parties to this treaty agree:

1. To hold their aggressors in-common. Hereafter, attacks on any undersigned party will be treated as an attack on all the undersigned parties.

2. To maintain continuous communication and cooperation on issues of collective importance to the workers of the world, including especially, but not exclusively, the national security of Socialist nations.
