Hopefully this will help those who have nVidia video cards with later drivers and are still getting the blank screen at launch. There are so many posts here, but I recently found a very easy way to correct this problem.
(this is the proper method of fixing the problem instead of editing the registry)
Civ III likes to run in 1024x768 from first launch, so you need to se your 1024x768 refresh rates manually (Civ III incorrectly acquires this informaiton... yes this an oversight of the programmers). Here's how to change that.

For resolutions you use and 1024x768, disable application control and set the refresh rates manually. My CRT monitor supports up to 150Hz for vertical refresh rates, but most monitors can do between 75 and 100Hz. I use 100Hz regardless because it's a good middle of the road for flicker-free operation that doesn't refresh too fast to make your eyes feel funny.
