[BNW 1.0.3.276] Exploration Policy Tree not awarding +1 Movement to Embarked Units

As the title says, I've noticed in all of my games that adopting the "Exploration" Social Policy opener does not give +1 Movement to Embarked units. It does, however, give +1 Movement and Sight to Naval Combat units, which is correct.

Oddly, adopting the "Commerce" Social Policy opener does give the +1 Movement to Embarked units. Something was lost in translation when the Exploration Policy Tree was introduced.

I didn't see too many other threads that have detailed this. I have the most up-to-date Steam version of the game (1.0.3.276 with Multiplayer update from December 15, 2014) with most DLC (G&K, BNW, extra Leaders, extra wonders, NO map packs).

Is there a quick fix I can do in the DLLs, or is this just one more bug without a solution yet? Thanks for reading and for any feedback you may have.
 
Adopting Exploration gives +1 moves Movement for Naval units and +1 Sight for Naval combat units. Unlocks building the Louvre.

I was also confused when I first tried the Exploration policy. A closer reading of the policy description reveals that they only MEAN for Naval units, not embarked units (even though one could easily assume that embarked units are loaded onto ships). Cargo ships used for trade routes also do not get an increase in speed to 5.
 
The Commerce opener does not give +1 movement to embarked units (and neither does Naval Tradition, which is where the +1 movement was located in G&K, nor Navigation School, which is where the Great Admiral movement bonus was relocated). I think Firaxis just quietly removed the embarked unit bonus altogether, and that what the OP actually observed was the Astronomy +1 movement bonus for embarked units.
