Instead of being random and, for the most part, fixed in space at the beginning of the game, why not start the game with a clean slate & have resource creation be a random function of civilization (# of hill tiles worked+Khazad civ+mine=>greater probability of gold, iron, & copper creation, for example), civic (agriculture + # plain tiles farmed => greater probability of wheat; agriculture + grass => greater probability of corn; agriculture + flood plains => greater probability of rice) or building (hunting lodge+Ljosalfar civ+forest=>greater probability of deer and fur creation)?

Might help the AI, too, as city creation wouldn't be so dependent on resource location.
