Starting theme, no doubt. Even if there are some other songs I said should play when you're starting out, this one should come first, always.

Leader Interaction/Diplomacy Theme. Yes, all of it, not just Wily 1 part.
Dunno, it'd feel weird to have the first song given that this is Wily's civ and not Light's/Megaman's.
I'd personally go with the Quartet Cover for Peace Music and Jon Sandersen's cover of Wily's theme (the one I showed in the Civ Request thread) for war.
It's hard finding too many songs that really say 'peace' that fall under Wily more though. There aren't any covers of Wily 1 that are slow-paced enough that they really feel like they'd be good for it.
Anyhow, I also have some city names: Wily's Castle, Wily Towers, Monsteropolis (Heh, that's an obscure one), Cossack Citadel, X Corp. HQ, and then Wily Castle 2 to 10.
I also started writing up some text for leader interactions with Wily:
Greeting (Generic): Welcome, peon, to the castle fortress of Dr. Albert Wily! I'd suggest you memorize that name; you're going to be hearing a lot of it soon. Stay out of my way, and maybe I'll go easy on you once I've re-constructed my Robot Masters!
Accepting a Trade Offer: That will do...for now...
Refusing a Trade Offer: What kind of moron do you take me for?! Be glad my Robot Masters are busy defending the Castle...
Proposing a Research Agreement: My Genius could do wonders for your backwards little country! What do you say?
Declaring War: Prepare to face the Mechanical Might of my Armies! I'd suggest you surrender while you still can...
Proposing a Peace Treaty: Er, Perhaps I was a bit hasty. Surely we can come to some sort of agreement? Eheh heh...
Upon Defeat: Curse you! I swear, someday, somehow, I will get the respect I deserve for my genius!
Proposing a Trade Offer: Your progress is admirable! I'd actually like to propose a trade. How does this sound?
Asking to declare friendship: You seem like you're a few steps ahead of the rest of these saps. Whaddaya say we pool our resources?
As for a name for the civ...hmm, I'm thinking either Wily's Kingdom, or Wily's Warriors. Anyone else has ideas, I'd be glad to hear them.
Figured I'd post an update -- most of the code is completed at this point, although I still need to do civilopedia entries for the Capsule and Robot Master.
I'm experimenting with adding a second component to the UA -- either the original science bonus from the Wily Castle that Xanatos proposed (so +6 science rather than +3 to start), or a science bonus upon completing a unit equal to 10% of its production cost. So building a Warrior gets you 4 Science, and completing a GDR would give you 55 Science.
Wily Capsule: The 'Wily Capsule' (And it's predecessor, the Wily UFO), was typically the doctor's final line of defense, integrated as an ejectable cockpit in the 'Wily Machine.' Despite this, later iterations were outfitted with their own offensive capabilities, such as energy cannons or missile launchers, and additional defenses, such as shields and short-range teleportation devices, were installed. In the end, however, it usually served as an escape pod more than anything else.
Robot Master: The focal point of Wily's attack force, the Robot Masters led the charge for all his endeavors at world conquest. Designed 8 at a time, each group would typically contain one robot themed after some form of cold or moisture, and one themed after some offshoot of heat or combustion. One constant across all groups, however, is their I.C., or Integrated Circuit, chips, used to store their cognitive data, such as memories and personality, as well as their weapon data. This, unfortunately, allowed Mega Man to copy the weapon data of any Robot Master he defeated, expanding the arsenal with which he had to deal with the remaining units in a group.
However, without Light or any of his contemporaries to produce I.C. chips, here, the Robot Masters provide Wily with a unique advantage. Though only 8 can be on the ground at the time, each successive Robot Master adds to their individual strength. Utilized carefully, the are truly a force to be reckoned with.
I might actually want to increase the bonus -- currently, producing a Warrior for 8 turns nets you only 1 turn worth of Science or so. I might increase it to 20%, just to make it a bit more noticeable.
I've got the flag icons done. I think they look pretty cool!
For the unit entries, I just need the info that'll show up in the Civilopedis to give more information about their background in the game - like the Wily info you gave me earlier. If need be, I can just grab this from a wiki, though.
You're quite welcome! Have you programmed in the music yet? If not, just to be clear, I definitely want the arrangement of Wily 1 Hoop Thrower posted for War. Otherwise, the String Quartet peace should be the primary Diplomacy theme, and one of the peace themes. From there just add whatever else I posted for times of peace. (Minus the MM2 intro arrangement; it's not very Wily)
I've been using the music Hoop Thrower offered for now -- I'll have to look at Eggman to see how he got multiple peace themes going.
Meanwhile, I'm running into an issue. I gave the Robot Masters a set of unique names (like Great Generals have), which has worked fine when building or spawning them with IGE. But while trying to get the code to work to limit them to only 8 when promoting them from Tanks, I noticed they weren't getting unique names.
So I'm starting to feel tempted to have the Robot Master be a UU that doesn't replace another unit. I've done it before, with Mima's Sorceresses, and it'd solve some of the coding issues I've got...
Hey, if it can be done and it fixes some issues, go for it. Although...is IGE another mod? Because I'd like for this to work with just BNW/G&K. I was hoping we could upload a version to the Steam Workshop.

Oh, IGE is the In-Game Editor. It's basically an editor mod that allows me to manipulate the game so I can spawn units, improvements, buildings, etc. to test them without having to actually play through the game.
I've switched the Robot Masters over to being a UU that doesn't replace anything, still buildable with Robotics and having the same stats as before. I had them get a free 60 XP when being built, becuase you can't upgrade anything into them, so they still have a "boss" kind of feel.
Now that I've separated them from the Modern Armor, though, I'm wondering what resource (if any) they should require? I could have them still use Aluminum, making them compete with Modern Armor. Or they could require Uranium, like the GDR, as I recall some of Wily's robots were nuclear powered...
Hmmm...I think I'd go with Uranium. It's usually implied they have some sort of 'Power Core' and I wouldn't put it past Wily to soup them up with nuclear power even if they weren't originally powered by it. Plus that'd give it parity with the Giant Death Robot requiring Uranium.
Second one. Definitely. Pretty Hyped about this finally getting made, I'm not gonna lie. Right around the same time as the Gravity Falls Civ's First Release too.
I chatted to BouncyMischa about this and I'll put what I said here for posterity:
I'd say the bottom one, because it matches the other images of him (e.g. the icon and in the capsule) and I dunno, he looks a little more impressive like that
Yeah, Mega Man 8's EEEVIIIIL Wily was kind of a dumb design, really. Speaking of which, are you still using the leader screen I made initially? I'd really like to see that get used, as it's probably the asset I put the most time into.

Oh yes, I've still got that! I just realized when I was doing testing that I hadn't made a DoM screen yet, but wasn't sure which people would prefer. I'll go with the bottom one, then, unless someone makes a particularly convincing argument for the former. It's a nice chance to show off JenL's art as well.
I've gotten through most of the diplomacy dialogue, so at this point I'm just doing playtesting and fixing up some of the final tweaks I need to do - I still have to figure out how Eggman did his soundtrack, for one. But I should be ready to publish in a couple of days! :3
Neat! If you can't figure out how to do multiple peace tracks (Honestly he might've just stapled a couple together and called it one track for all I know), I could always just pick one.
Oh, and while you're playtesting, be sure to take some screenshots of the leader screen and civlopedia entries and stuff for the Steam Workshop release.
