Isn't +100%GGE plus +1 happiness everywhere is too overpowered? Maybe cut it to +2 happiness in this city?

I cut it down to +1 happiness on SAME continent only. Notre Dame does similar.

But after trip to Berlin and Postdam last summer i made 700 photos - wich only 130 found way to familly album, and rest are textures. I've planned to turn them into wonders - but didn't had much time and saved it for my modding pension when i'll focus on making just models .
