How many mods are there where people add a hundred governments, most of them almost exactly the same? Well, I only know of one. 
But how many times have people suggested adding more governments? A lot. My point is that everyone seems to want more control of their government type, which isn't very possible in civ3. My suggestion? Bring back Social Engineering! The government system from SMAC.
