I always loved how in Civilization III the art for each nations leader would changed based on the era they were currently in. While each leaderhead requires 4x at much work, it adds a bit more believability to the fact that you have one leader for 6,000 years of history.
As it stands now with the "full screen" diplomacy, I think it would be a little silly to have Bismarck come to you in 2000 BCE wearing his military regalia and speaking to you from a fancy office with wood paneling and beautiful glass windows...and then he offers to trade Masonry for Literature, that just seems a little anachronistic.
I always find it strange in Civ IV when Hannibal comes to me in the 20th century still wearing the leopard sash and leather armorer. 
It would be more work for game designers and modders a like but totally worth it I say.
