I am going to venture a guess here and say you are not playing the English version. If that is the case you need to switch it, I didn't make it work for other languages.

I'm going to guess you are playing a custom game. If that is the case they will appear at the BOTTOM of the list. Check the civilopedia, if they are there they will be available.

Here's some diplotext for Franz Josef of Austria. I took these from the Wolfshanze mod, but they were in broken English. Ocassionally using my limited knowledge of German, and sometimes making stuff up, I came up with this.
First Contact Text:
Greetings, [CT_NAME]! Would you like to drink a cup of coffee with me? Sissi, come and bring us some coffee from the kitchen!
Refuse to Talk:
The [OUR_CIV_ADJ] people are not interested in your stories.
No Peace:

Well, my diplotext uses his quotes too. But the Capo can mix them up however he wants to.

I honestly don't care that much, as long as they are good. I was actually going to ask one of you guys to put together the XML for me.
Is there a fast way to insert all those "links" between the text and the leaderheads in the CIV4DiplomacyInfos file? It is so annoying copy/pasting text in different parts of the file for each added leader!

No there isn't, you have to copy and paste. You could just figure out how many new leaders you need and copy and paste that many times and then fill in the spaces, that could shave some time I guess.
But the amount of work involved is partially why I wanted one of you guys to do this part, because it would save me so much time on the mod.

I'm wondering... what's Itzcoatl's personality like? I'm writing his diplotext and I'm thinking of making him diplomatic, understanding and, most importantly, totally sane, a counterpart to that nut Montezuma.
