This idea sounds interesting.
I agree with the earlier post. They should start with Fishing, and probably mining, since, that leads to IW which is the other required path to Compass.
A stronger seafaring empire would make for some fun games.
Maybe, make the galley 3 strength or start with the Sentry promotion.
