[BUG] Building Roads in other's terrain

You're not allowed to built a tile of road in an AI's turf, which is fine as the AI would presumably end up paying for it, but if you give a 'road to' order then your worker will road right across another players land (open borders assumed).

In the attached save you can see a Siamese worker roading up an AI's terrain outside Singapore.

You can road in an allied City State's terrain which I guess is deliberate.

Does it work with Players to, or only with City States? I think it is deliberate with city states as they can give you a mission that is "Connect a Road to your capital". SO you need to be able to roa up on their territory if they are neutral.
 
Sorry, my comment isn't clear. The worker is roading up Kumbi Selah's terrain, but it's very near Singapore though not in its borders.
