After a fierce battle with barbarians in my capital city, I won. However, apparently the shrine was damaged, but there is no way to fix it. Even so, it is marked as "building shrine."
I am given the option for NEW buildings, but not to fix the old one, and I can't progress in the Religious district because of the above.
Kinda hard to win the religious war when your capital city with a +3 religious district is bugged.
I also have no idea how to find saved game files so I can't upload the buggy game file.
