I have noticed that upon granting independence to a colony, they do not retain any of the culture that the mother civ had "invested" in them prior to independence. As a result, strong cities can be overwhelmed by enemy culture at Independence.
Observed behavior: newly-independent colonies do not inherit any culture, but rather begin with "0" culture, causing them to be overwhelmed by culture of neighboring civs. All culture buildings are removed.
Expected behavior: newly-independent colonies should inherit the mother country's culture invested in them, as the mother country's culture is zeroed out, and since the mother country is granting independence, one would expect more continuity with culture. Culture buildings should be retained as well.
To recreate: observe culture situation in Mound City and Nagodoches. Grant independence to those two cities, then observe the culture situation immediately afterward.
