Short answer, no!
Actually I only guess it will happen at 1828 AD if you play along, not loading any savegames, starting from the 1826AD save.
But in my game I made a mistake and loaded the 1827AD game again, and like I said the Congress happened upon loading, even though it never occoured before.
I have a gamecrash at end of turn in this savegame.
Cancelling my defence pacts solved it for me so I can play along.
So my guess the cause of the crash is the massive world war that happens at the end of the turn.
In this game, no civilization could search Academia before the dutch rise, which means that Amsterdam should be the holy city of Protestantism, but that doesn't happen. Instead, the reformation event triggers accordingly, the religion spreads in some cities and even replace the others but the protestant holy city doesn't exist. Save attached.
In this game I was the pope and have chosen the Collect Tithe option in the AP meeting, which most of the members voted yes, but I received no gold from them. Save attached.

Had a bug where the game didn't register that I had Arithmetic yet as Babylon. So the goal said not yet and the espionage slider was also not there. But I could switch into the Redistribution civic. The only reason I can think of is that I discovered the tech using Babylon's UP the same turn that Greece spawned. Maybe that wigged out the computer or something. It registered as having failed the turn that India spawned. (First save)
Tried a few more times and got one where I got both of the other UHV goals but it still registered the first one as not yet, so I really don't know what the problem is. I think I discovered them first, but I really don't know, I didn't check in worldbuilder. Also a bunch of python errors came up the turn Byzantine spawned, while I owned Jerusalem. It ended up flipping Jerusalem to them anyways and expelling my units, so I didn't notice anything else funny there. (Second save)
This is a pretty minor issue, a typo really: UHV 1 for the Inca reads "Control five Tambos and build a Road along the Andean Coast by 1550." (Emphasis mine). However, I achieved this goal many years before the deadline, and did not receive credit until 1550. This leads me to believe that UHV 1 should read: "Control five Tambos and a Road along the Andean Coast in 1550.
I have looked into this and it turns out the issue was actually with the building part of the goal. Due to a mistake building goals would not check if the required building is a unique building - fix is on the way.

Playing a 3000bc China game and it was the year 1400AD when I noticed that new civilizations had stopped spawning (Aztecs, Mongols, Mughals and I think the fourth were the Thai). As I quit the game to main menu and went to civilopedia I was greeted by a weird sight in the screenshot attached. It appeared, that every other civilization besides the ones that didn't spawn have a number from 1 to 47 in place of their name.
Playing 1.16.6 so again, might be an already fixed issue but I'll post this just in case.

I had the same error a few weeks ago. I reinstalled it and then everything worked as it should again.
But i do not know if you switched the version by .zip or installer.

I'll check this once I get home from work. I was quite pissed off when it happened and just began a new game from a 1700ad start so I hope I didn't overwrite the save. But I'll check this once I get home!
Uh. Does anyone remember cities that currently have a non-ASCII character in their name ever being renamed to something else? Cause this seems to be broken right now and I cannot think of any change that would have introduced this issue. Fix is coming but I am surprised this was apparently in so long.
I'm not sure if this is intentional or not, but I can't build the Dome of the Rock. I'm playing as the Safavids and just conquered Jerusalem from the Ottomans after they declared war on me, but I have no option to build the Dome of the Rock. I thought possibly it was obsolete, but if the Civilopedia entry is to be believed this wonder doesn't ever go obsolete.
The Dome of the Rock is classified as a medieval wonder, meaning that civilizations that start after the medieval era cannot build it. Iran starts as a medieval civilization.

Unfortunately I had overwritten the save and played long enough to not have any autosave files left I also remembered that I have added wonders and one leaderhead in my game so I guess you would not have been able to even open it? Or should I nevertheless post a save here should the bug happen again?
No, if you have made XML changes I would not have been able to load the save. But I also do not think that such changes would be responsible for a spawn to fail.
To be clear, I also don't think the issue you have seen in the civilopedia is related to it either.
So if anyone else (with compatible saves) observes a civilization not spawning, please upload saves. I am interesting in both the turn of the expected spawn, and ten turns before that (on normal speed) because that is when the decision whether a civ can spawn is made.
After loading an Indian game I started yesterday, I keep running into this error. Then mousing over the units wouldn't show anything. Save attached, might have to play a couple turns for it to appear, but also might not... I was able to reload when it happened and it wasn't a problem again. But then the game ended up crashing to desktop.

You can either download the mod from SourceForge or from GitHub (you have a bunch of options for doing so on GitHub - if you simply download it from the page (Code -> Download ZIP), be sure to follow these instructions or else your maps won't start right):
Either run the installer, or put the file in your Beyond the Sword /Mods folder as "RFC Dawn of Civilization".
If I remember correctly the installer will create a shortcut, otherwise you can start the mod either from the "load a mod" advanced option in Beyond the Sword, or by altering the BTS desktop shortcut by going to its properties (specifically add ' mod="RFC Dawn of Civilization"' in the Target textbox).
