[NFP] Builders should have one more charge in Industrial Era or later

I find it weird that in late game builders are just expensive but not more powerful as the game progress. Early game a builder is like 50, 54, 58, ... production and they can do "a lot", relatively speaking; mid-game you have Serfdom; they can be also enhanced by the Pyramids.

But from Industrial Era on, builders are just kinda "not worth it". Of course you still need them, but they cost so many productions and do so little (unless you use them to chop trees). So if you don't rush your game to finish before the world enters industrial era, it's painful to get all the builders for late game.

So I think in Industrial Era (world era) and later, builders should have 1 or even 2 more charges. This can be of the following benefits:
  1. As an indication of the production boom when world enters industrial era;
  2. Help some Civ that are behind to catch up (their builders are cheaper but more efficient);
Meanwhile given how overly-powerful the Pyramids are, maybe the Pyramids should lose its benefit when the world enters the industrial era (like how the Great Wall become obsolete upon discovering of Dynamite in Civ V) and as a compensation turn into a tourism-kind of wonder (e.g. for each level of diplomatic visibility on a civ add 15% of tourism against them). That way the Pyramids will still be incredibly good, but also have some more interesting function.
 
Well, we do have a policy card called "Public Works" and I personally always plugged it in if I want to do some late game infrastructure building.

Yeah I use that policy too but maybe it's because I got too many builders prior to industrial era (Monumentality + Theocracy made them incredibly cheap) and once we are in Industrial era all of a sudden builders feel incredibly expensive.

Personally, I think the problem is that "hard building" the Builders is really not worth it once you reach the mid-game, you will have lots of more important things to build (unless you have a fully developed Liang city for pumping out them). Many players will simply purchase Builders using gold or faith.

If Public Works can also grant a 30% or more discount in gold-purchasing a Builder, I guess it will be fine.
 
I think there should be more buildings, especially in the palace. How the Encampment and Cultural Districts have these Y or X tree of buildings I think more districts should have those. Like in the Industrial Zone you can have two trees of buildings, one improves builders to give them an extra charge and cost less. The other can improve buildings and wonder construction or something.
 
I usually get Liang and make wherever she is a builder producing city so most of my builders will at least get four charges anyway.

Well to optimize people produce builders in batches, so that when the necessary policy is on almost every city produce builders, and Liang's role in this case is relatively small.
 
Industrial District should give you that bonus of borrowing some production to build improvements.
 
You can get a lot of charges out of a builder in the late game.

Laing plus a policy card = 6 charges.
If you have the pyramids = 7 charges.

I'll throw that policy card in, set the city to make a builder, and buy a builder per turn. Meanwhile, my next civic cued up will be a quick one, so that after 3-5 turns I can change out the policy card and now I have a few builders that can run around the empire.
