Building Ships on Inland Waters

This is a question concerning v108.6.

I noticed today that on a large inland body of water, I was able to build workboats and sea related buildings such as lighthouses, but I was not able to build any combat ships. (My other cities on the outer sea coast were able to build combat ships.)

Is this restriction on building inland combat ships a planned new feature?
 
If I remember correctly I think this was also the case in Civilization 4. It's part of vanilla. Building military vessels requires a body of water of at least a certain size, but I don't know what that size is exactly. I believe the size is identified by "lakes" vs "coasts."
 
I'm seeing an Arabian frigate on the inland sea SW of the start location in GotM1. So looks like that sea is large enough. Or does it require that at least 2 civs are on the shores of the sea? That would be the most sensible requirement to me.
 
Was fighting Nebachaneezer (sp). He decided to give me his last coastal city as a consolation prize when he bowed out of the war. Apparently he had a workboat somewhere in that location that transferred to his last city. Which was completely inland.

Assuming this would be a vanilla bug. Very special circumstances. One would think that any navy would simply be lost or transferred to nuetral waters somewhere.
 
Unfortunately I do not have the save, but I played a game (i think 104) and the AI was able to build military vessels into a 3 tile "lake". Quirky vanilla bug, but arent they all? :P
 
I *think* they can build it as long as they are adjacent to a coast tile? So what really matters is whether the water is freshwater lake or is coast?
Not sure.

I think you've found the key ingredient - coastal waters.

The very large inland body of water I had that wouldn't let me build warships didn't have any of its hexes identified as coastal. I think that may have been the problem.

Yeah, certainly you can't build ocean stuff on a "lake". Note that a lake already has the food bonus like it would with lighthouse, and as I recall, isn't affected by lighthouse. A lake is also freshwater, providing fresh water to tiles around it. But then if your city is by a lake, you can't build any coastal stuffs, not even lighthouse, harbor etc.
