The top 5 cities are chosen this way:
(Culture/5 + Food + Production + Gold) * Population
Where culture is the actual culture of the city; food, production and gold is the total amount produced by the city (per turn of course); population is the index on the screen/map, not the total population in thousands

Only in RFCE or is it for original BtS too? If so this seems quite accurate as that Stonehenge gives so much more culture in the early game and at that time the top cities normally have these other values much closer to each other.
