I don't really see why one would want to build this, -5 (base) :gold: per turn (unless I'm mistaken?) for maybe 1 or 2 :) (not counting the judge cost) is a bit expensive. OK, maybe if you're swarming in unhappiness, but there are probably many less expensive ways to gain :).

There could be a crime bonus (though admittedly that's controversial...) and/or a local stability bonus.

I'd rather see a % penalty in :hammers:, otherwise this ordinance would be very harsh on small cities and insignificant on large ones. No reason why removing a fraction of the population from the labor market would have the same effect independently from the population.

1a. All the Ordinances have a standard -5 gold.

1b. Yeah I thought about +/- crime but I think that its controversial weather having a gun ban actually reduces crime. On the one hand there would be less guns out there, on the other hand the criminals would still have guns. Would people feel safer having a gun? I don't know, I have never owned one. So rather than putting that stat on their I just left it out since I am not sure which way it would go.

2. The food penalty will already be there since it replaces all the fast food buildings. So it will already hit you big in both the lack of food and money from them. Hammers I thin is overkill. Health rather disease I am not sure. I went back and forth when originally doing the stats.

3. Because you can get it so early and the other civics are not in play yet. So if you passed it then you would get just a -5 gold. Likewise Patriarchy is happy since it favors men and while Matriarchy favors women and thus be disliked in a male centered society. Note if you think this should be made into "Racial Segregation" and "Gender Segregation" then I can do stat for those too.

A possible compromise: lower crime when crime is low (say, under 100) and increase crime when crime is high. And another ordinance like "Legalize armed milicia" that would do the opposite.

My point was more, in a Matriarchy segregated society, it could be the women that are favored and men excluded ;) Though one fun possibility would be to actually give different bonus for Patriarchy and Matriarchy (similar to alpha male/alpha female), such as :hammers: vs. :food:. It could even give a reason to switch back to these civics, as by the time you are able to build ordinances, you're likely to have switched to a more advanced civic a long time ago.
So it could go like: bonus for Patriarchy, (different) bonus for Matriarchy, malus for any other civic (especially women's suffrage).

Good idea also to split it into racial/gender segregation.

Oh, and just because "all cost 5:gold:" it doesn't mean they should. What is more expensive: having a Fire Alert in every home or fighting drugs?

Well you have any idea what gold cost each should be? I have no idea how much one shoul be compared to another so that's why I kept them all the same.

For this ordinance, I like Rwn's idea.

I think his idea would be the best place to land for a compromise. :goodjob: Also, I have another idea. If you ban citizens from owning firearms in your civilization, then it lowers the instability penalty by a percentage. So if you have 100 instability points in your city, per turn, than having gun ownership will increase the instability by 10%. So it doesn't create instability, just increases it once it starts to rise. However, to counter that, banning guns will also decrease the amount of militias that rise up when an enemy attacks your cities.

1. As far as I know you cannot do what Rwn suggested. You cannot set it to change based on crime levels. And his "Legalize armed militia" is a whole other one to deal with

2. It should be enough with the +1 heath since the unhealth from fast food places would be replaced.

3. This is opening up the civil rights movement, thus once this idea is open you cannot undo it. Thus people would be mad once its discovered.

4. Same reason why. Once women see that they can have equal rights they would not be happy to be without them.

5. Too much? Seems like kids not dying from breathing in coal, or being killed by machines or other horrific things kids had to do on the job would be more than enough to give -5 disease.

Well you can if auto buildings turn on and off with crime level changes, just have a set of buildings that require the ordinance but do the actual work. Unfortunately it hides it from both the player and the AI.
 
Don't a couple of the traits affect Crime based on the amount of crime present vs your population? Couldn't something like that work?

Something like this:

-5 Crime if Crime/turn =< Population*10
+5 Crime if Crime/turn > Population*10

(Numbers are arbitrary at this point... didn't feel like doing all the math to find a good point, although it's probably close to that anyways.)

This way if crime is relatively low, it suppresses crime further, but if crime is high, it just gets worse. :D
