I would say so.

The trading of military techs was done in the Biq file so ANY tech that you can trade, you are allowed to trade.

So it is a rule but you don't have to worry about it, just trade freely. If you can trade, you are allowed to.

We only made 2 or 3 techs not possible for trade. I don't think Espionage was one of them.

Ottoman forces have withdrawn from all Russian lands & waters.

The MPPs with the Germanic States has ended & have not been resigned.
