Calling all code readers - AI choice of victory condition?

I've been playing G-Major 18 in the HOF (Immortal Level - Fastest space win). I've been using PA's to speed up my finishes. I've won 8-9 times, but my finish times vary widely because of very inconsistent AI behavior.

In some games, the AI starts to build Apollo as soon as I research Rocketry. In these cases, it will build spaceship parts as soon as possible. However, in other games, the AI will not build Apollo for many, many turns. In my last attempt, the AI waited 150 years (48 turns) after Rocketry to start Apollo. In between, it build an amazing amount of completely useless buildings and units. In these cases, even if I build Apollo, the AI will not start parts right away.

Does anyone know what might trigger the AI going for spaceship parts versus other garbage? I'm wondering if early in the game, the AI makes a random decision on victory condition to pursue and will not be swayed from it? Or, is there some other triggering event?
