So because I was bored I ended up composing a list of what I hope is a good number of Final Civs at 42. Because Meaning of Life and all that. I think this would accommodate everyone.
OLD CIVS(with some new ideas)

Leaders: Jack Ryan, Jed Bartlet, and Lex Luthor. Luthor in this case is the Richard Nixon stand in terms of his presidency. He attempted to resign but was exposed as a member fo the Secret Empire by Captain America and committed suicide only to be cloned by Brainiac and later lead a Villain take over during the Crisis on Infinite Earths. Visually I propose he resembles actor Kevin Spacey as a reference to Spacey playing Lex, Nixon and President Frank Underwood.

America allied with Germany. During the Airship wars Germany unexpectedly attacked America and The Confederacy took advantage to attack. During World War I fighting resumed. This time the Confederacy lost. Confederate President Jake Featherston then allied with Hynkel but was killed after the bombing of Washington DC.

Superhero: Pulgasari(Pulgasari is a monster from a film which Kim Jong IL kidnapped two South Korean filmmakers to force them to make a Godzilla like film. Pulgasari grows bigger from consuming Metal. In the game he should be able to be fed metal to grow giant as well las after consuming enemies with metal).
Note: A little explanation. Hun Chiu is a Korea stand in from the show Designated Survivor, including a "Chairman Kim". I was going to add the Huns separately but I decided to combine them. My logic is the lands were conquered by the Huns in the past, explaining part of the name. In the 50s and 60s several communist uprisings took place in China, Hun Chiu, Sarkhan and Japan. In Japan the communist red ribbon Army rose up but was defeated by Son Goku.(This connection also makes it possible to include Perfect Cell from Dragonball as a Superhero is Pulgasari is refused).

The Mayan 2012 Apocalypse is used as an event in which if Maya is defeated they issue an event where in 2012 the World will be destroyed, forcing all Civs to achieve Space travel in order to survive. Players playing Maya take an observer role after issuing the Apocalypse and a Cinematic plays of the destruction with images of the Leader defeat screams playing before they are engulfed in white light.
