Can anyone tell me why I cant make an ICBM?

I've learned the satelite advancement and have uranium and aluminum in just about EVERY city's strategic resource box. Still the ICBM doesnt show as an option. I have the latest patch installed and am playing on the chieftan level using a large map.

Perhaps more voodoo in the program? (you know like when 1 hitpoint conscript infantrymen take out 2 elite modern armors).

Have any of the civs including yours built the Manhattan Project wonder yet? If not then that is your problem.
