Can I play as a DLC civ if others in the game don't have the DLC

Basically what the title says. I am considering buying some DLCs, but a big part of that is being able to use new civs with my friends. If I buy the DLC and my friends do not, will I still be able to use the DLC civs against them?
 
You may only play civs/leaders that both you and the host have.
This is actually extremely incorrect. My buddy last night wanted to use Rough Rider Teddy which is only exclusive for owners of the New Frontier Pass which I do not own. He selected Rough Rider Teddy and all it said was that there cannot be duplicate leaders as I had already selected Teddy Roosevelt. He instead used Australia which I also do not own. I hosted the game.

Game setting default to no duplicate leaders or duplicate civilizations. There are settings for both that can be changed by the host.
