Can produce units but no buildings (EVERY CITY).

So I have this bug, I think? I'm playing as Germany and somewhere around turn 330 I couldn't produce any buildings no more but I could produce units. Strange thing is, it's in EVERY CITY like this! Meaning that whenever I captured a city I can't produce a courthouse. Neither can I produce buildings whom make my citizens happy, meaning that whenever I take over a city my happiness declines quickly. Of course there's the solution of razing the cities and go on with only a few cities but that's just something I'd rather not do. Are there any solutions?
