Can Rogues enter enemy cities without attacking?

Since they have the Banditry promotion line, which adds to Crime in cities, I would assume so, unless this also adds to cities crime while inside the fat cross, I guess.

Anyway, when hovering over an enemy city when having the rogue as the active unit and holding the right mouse button, two action buttons appear. One with a hand holding a scroll, and one with a person sneaking up on someone, but I can't use them, since I need to hover over the city to have them show up.

So, am I missing something here, or what? How can I use those two actions?

They should be able to enter the enemy city provided you aren't at war. From there you can use those actions as well as just staying put and thereby spreading crime.
