Can the AI declare war using a casus belli?

Just curious as I have over 1000 hours in the game and I’ve never seen them declare war using one.

You get notified if you get hit with a surprise war, but I don’t remember ever being told of any other type. Perhaps the player isn’t notified of any other type, unless you want to count the grievances accrued.

Generally the other wars come about after a special session... holy war, betrayal war, etc.

In pure vanilla days they could, I remember once being declared a Colonial War by AI Catherine. But with all these updates something probably got broken at some point and never fixed, so now they only declare Surprise wars, if they declare at all.
