Can the Steam version of Civ3 be modded?

I am thinking of buying Civ3 complete from Steam. Last time I messed with Civ3, years ago, I remember there were some game breaking bugs with corruption. Does the final patch to Civ3 Conquests fix whatever that problem was? Are people generally happy with the way Civ3 Conquests turned out at the final patch level? Or alternatively, are there some "must-have" mods/unofficial patches to fix whatever problems may have remained? (Are barbarians still behaving strangely for example?)

If am going to need to mod/unofficially patch the game, will I be able to do so if I have the Steam edition?
 
There are no bugs in civ 3 complete since it comes with the final patch of Conquests (barbs are still kinda dumb but there's a way you can fix them by just editing the ini), and you can still edit the files they're just stored under a different directory than the cd version (it's in your steamapps folder.)

Can someone point me to the best place to find out how corruption works in the final patched version of Conquests?

For example, is this accurate or out of date?
