It is most irritating that whenever you load a game, the text that appears on the loading screen is read out (hey, I can actually read, y'know) every sodding time. The only way I can find to stop it is to kill voices altogether, in which case you lose all the other voices.
Is there a way just to lose the loading screen voice?
I always minimize the game and check the news (or Civ Fanatics) while my game is loading. Load times are horrendous. This should get rid of the audio depending on your settings.
I minimise the window. What annoys me more is the double-quote reading you sometimes get if you complete research and a Wonder on the same turn. I do really like Sean and his voice but that does grate somewhat.
I just turn sound off. Personally I would rather have Mr Bean than Sean.

One reason I do not watch play throughs. I loved @civtrader6 playthrough but often Sean just talked over him, so rude!
Yeah, I hate it too. I cycle through the other languages.
The intro text is typically OK, at least. Maybe cheesy and annoying, but not like most of the quotes for most of the techs, civics and wonders, all of which I find pretty terrible this time around.
As far as the techs/civics go, I make it a minigame to get Sean to say something entirely different by cutting him off.
For example, did you know that Sean claims that no man ever wetted? I tell him all the time that I think, in the long course of history, some man, somewhere, has wetted. (It was embarrassing, so I can understand the coverup.)
I like Sean Bean, but even his wonderful voice doesn't compensate for the execrable writing in the loading screens. I would welcome a way to turn it off.
I don't mind the tech quotes as much, but the frequent double-reading of quotes is just yet another glitch that makes the make seem unpolished.
I like Sean Bean's narration. That being said, I get sick of that (or anything) repeated enough that I just play with all sounds off after the first few months. I also tend to leave the game on (windowed) and go back to it from time to time for a few turns throughout the day.
