Cannot choose civics or religions in Windows 7

When I F3 and F7 there is always only "cancel" button at the bottom menu, and it does not function as well! Not all, in any menu, there must be one thing wrong: instead of China it say "CHINESE_LEADER_"...

I am desperate also!
