Cannot Construct Last Piece of Spaceship

The year is 2041. I have 2 SS Boosters, 1 SS Cockpit, 1 SS Stasis Chamber, and 1 SS Engine. I have every single technology unlocked, and I currently own every single city with the exception of my last enemy's capitol.

I have placed all of the built pieces in my capitol and added them to the ship. That's done.

But then, I checked every last city I own. None of them have the option to build the last SS Booster.

I've restarted the game multiple times, went ahead about 3 turns, and reloaded my save. The piece is still missing. Is there a fix to this?

Could it be possible that one of your cities had built it already without you noticing, and the piece is lying about somewhere on the map? If you own every city on the map, it might be hard to keep track of everything...

They are not allowed to build wonders, but somehow the designers forgot to add projects there .
