Cannot Redeem Physical Game key

Steam says this "Sorry, but is not available for purchase in this country. Your purchase has been cancelled."

I bought this game key in Australia + my Steam account is linked to Australia?????????

Via which vendor did you buy it?
I think your best chance to get an answer for this is via the Steam support though.

I bought this via EB Games, and i'm waiting on their ticket to fix it with the "vendor"
I just want to play and no party is responding, also made 2 tickets to 2K and no response yet.

**note** Also I cannot make steam ticket for physical game keys
