Cannot run Civ IV: BTS on Windows 7

I know previous threads have been started on the same subject but the solutions that have been given there didn't work for me and these threads are getting old.

I just bought a new PC with Windows 7 installed on it and I've installed Civ IV:BTS with 3.19 patch but I cannot launch the game. I got APPCRASH error. I'm running the game as administrator and I've tried compatibility option without success.

did you install this with admin rights?

Yes. There is a little shield on the icon of BTS to show that it is an admin program.
