Can't Declare War?

OK, I hate asking questions like this...but how do you declare war on another nation. I was playing along, as the Japanese, and the Chinese were starting to crowd me out. So I built up my troops and then tried to attack...I could not, the coputer would not let me. I contacted Mao to declare war, he told me to stop bugging him, no option to declare war. So what gives? Is this a bug or am I missing something? I can get other countries to declare war on China, but I cannot. help.

A lot of deals have a 10 turn solid that you can not break. If you recently signed a deal with China that would explain it. I know with cease fires that is the case, but resource/resource might work that way as well. I know you can't cancel those for 10 turns so it would stand to reason you can't start a war to break it either. (talking gameplay, not realism here).
 
Try the option- Lets dicuss something else

And then it should bring up the option: Your head would look good on a pole
 
I had broken off any deals, but I will check to see if they are still active. As for let's talk about something else option...it doesn't give it to me. Also, the instructions said the if I moved into another countries territory it would be an act of war, like the old game, but it is not saying anything to me about that either. I will mess with the saved game a few more times then start a new one.

To declare war, just put mouse over the leader's name in the bottom right corner of the game screen. Then it's either CRTL or ALT-click to declare war. That's what I do.
 
If you have Open Borders deal with a civ, your troops would be able to move in but without attacking.

To declare war, click the leader's name as if proposing a deal, then choose: 'Let us discuss something else', then you will have an option to declare war.

or as CharlieM said (I did not know about this one too) you can hold CTRL or maybe ALT when clicking the leaders name, this triggers a war (I will try it today and see if it works).
 
As a semi-Newbie, I didn't realize this: If you are "visiting" someone you have Open Borders with and then you Declare War, all your units are immediately moved out of the borders of your new enemy.

And I thought I was so clever! IOW, you can't pile into someone's civilization with Open Borders, massing troops by their major cities, and THEN declare war. Drat!
