Can't launch RIFE

I just got a new copy of Civ 4 Complete from Gamersgate (direct download) and installed it. I patched it to 3.19, everything loads fine. Then I downloaded 1.3, 1.31 and 1.31.95 and installed them. The RiFE lancher opens, but the game won't launch. I tried opening BTS and loading the mod, same issue. I watched it in Task Manager, the usage gets to about 40 MB after changing the color scheme to Basic and then crashes.
Any ideas? I'm on Windows 7 64 bit, all updates have been made, and I have .net 3.5.

FFH:Age of Ice and Charlemagne both loaded fine.

i was thinking more about mod which utilises DLL, like Rhyes and and Fall or clean FfH itself

But Orbis does not.

are you sure you really installed the v3.19 ?
that's the only reason i can think of why it shouldn't work, since Rhye's would be automatically updated with any patch updater on contrary to Orbis/whatever

Apparently I had to download 3.19 patch seperately and install, because the internal updater LIES. Thanks.
