Can't liberate an extinct Civ?

I'm at war with Tomyris in my current game and have just captured the suspiciously-not-Scythian-sounding city of Neapolis. Rome isn't in the game at present so I'm guessing she met him early and wiped him out, hanging on to that one city.

I was hoping to liberate the city and revive Trajan but it's not giving me the option to do so. Is this because I never met him before he was wiped out?
 
Neapolis is somewhat controversially on the Scythian list is it not?
 
Ha! I did think of asking but I thought it was too ridiculous to be true :crazyeye: Thanks for the clarification!
 
The civilopedia mentions something about Neapolis being the only Scythian city named mentioned in the histories.
 
Yes it is the only actual Scythian settlement that we know of located in present day Crimea. Fun fact is it was inhabited by a mix of both Greek and Scythians hence the Greco-Roman sounding name.
