Cant Repair Pillaged Encampment 1.0.0.110 (Not a Bug)

Hi, I pillaged a Encampment and upon capturing the City Could not Repair it as seen in the below screenshot. You will notice that the encampment has a health of 100/100 although the building tooltip clearly shows that it needs to be repaired. I could repair buildings fine.
Unfortunately i do not have a save file on capture. All i did was attack the encampment, then took city. After i had gained access to the city i found i could not repair the district

My guess is that you do not have Bronze Working yet. If you do not have the tech to build a district, you cannot repair it in a captured city.

That makes sense...TY....., that would be the culprit for sure...case closed !!
