Can't sacrifice population to hurry production.

I originally started playing a game as Wu, but a Carthaginian Warrior snuck up to an undefended Beijing and captured it. I was automatically switched to Peter, and researched and adopted Slavery, but I can't hurry production with it, as the button's greyed out (even though I have more than enough population to do it).

Is there some new AND concept I've missed, or is this a bug?

AFAIK Aforess disabled whipping as the AI would whip its population into oblivion. However slavery now has other advantages but I forgot what it was.

Yeah, that must be it, as I couldn't whip in another game I started up. That's too bad.
