Can't Uninstall or Re-install

Hey, I first got this problem when i tried to install the 1.52 patch: An error (-5009: 0x9002902b) has occured while running setup. Please make sure you have finished any preivous setups and closed other applications. If the error still occurs please contact your vendor. Now I can't even uninstall or re-install. I have no idea what's going on but I only get this error while dealing with civ 4. Please help.

Its an Install Shield error. If that one does not work, goto the Install Shield website support knowledge base, it goes into more detail there
