Cap on number of cities

A civilization has a list of 40ish city names, what happens afterwards? Are they unable to settle more cities?
I tried searching the forum, but nothing turned up, and I simply don't know the commands for the Live Tuner (I figure creating 50 settlers in a test game would give the answer.)

The reason I want to know is to see what the factors are that limit city-states from settling more cities.
 
City-states just don't build settlers. It's possible to build more cities than the number of names available. I'm not sure what happens when you do that though.

I think they are simply banned from making settlers. look in the civilizations folder- one of those .xml has a list of unit bans (ie. barbarians can't make workers, city-states can't make settlers, et. al.)

I think its that simple.
 
The game starts pulling names from other civs.

Also, if you go into the City screen, there is a very small "Edit" text under the City name. You can change your cities to be whatever you want them to be.
