Late in Immortal I took a big gamble to try for my first culture win at this level.
I captured CS Rio De Janeiro specifically to build Neuschwanstein Castle and Sydney Opera House. Mountain 2 tiles away is Mt. Sinai. After waiting for it's pop to settle down, I annexed but couldn't see Neuschwanstein in the build list. Note that 5 CSs were still requesting it so it probably wasn't a bug with the global politics report.
I'm certain I've used a NW mountain for either observatory or Neuschwanstein before.
I could see that if a captured CS built a WW then was later liberated by another civ. it would cause a pretty awkward dilemma:
City State with WW?
Put WW back on the build list?
Delete WW until CS is captured again? (box of cracker jacks)
How to report WW in global politics window?
I could understand how not allowing any CS to create WWs could be deliberate but I couldn't find anything in the civilopedia on it.
It's a real shame too. This game was my best civ at Immortal and this bug? managed to trash it in just a few turns
