Nations of our world clearly has a long way to go, much knowledge to understand, and a lot of technical applications in which such knowledge can be used, if human species wish to catch up with the prosperity and development of the aliens.
We propose a world-wide research consortium, through which all participating nations not only share their findings, but also plan and distribute tasks or research steps within a particular project. The only reason for civilizations not to make such an efort in all areas in the past was to keep military secrets from their neighbors and adversaries. But now, we believe it is time for mankind to start acting like a civilized species and put mutual development ahead of petty differences.
The world already has the infrastructure for such technological globalization.
The consortium will:
- plan and organize "this part of the research will be done in institute A in country X, this part will be done in institute B in country Y, etc."
- collect research funding from all participating countries and distribute it properly among researchers.
- spread all technological developments that resulted from the consortium-funded research to all participating countries.
- in effect, make all participants act like a single country as far as research projects are concerned.
- not research biological and chemical weapons.
Even the most undeveloped countries can help by sending funding and raw materials. However, in order to prevent them from dragging the consortium down, all Semi-Digital participants will be required to improve their Education systems noticably, every year (i.e. 1 level per year). In the future, this will apply to Digital nations as well.
Once a list of participants is clarified, we can discuss how much to contribute per year in the
World-Wide Research Consortium thread.
In international politics, the consortium will be impartial. That is why none of the countries currently at war are invited. Once they finish their wars, they may participate as well.
A country's membership will drop automatically if:
- it declares war on any other country, except if it was declared war by that country first or attacked by that country first.
- it trades technological advancements achieved by the consortium to a non-member country or entity.
The Ta are welcome to give insights to the consortium scientists.

Carmen, I am trying to use the "You may combine research efforts with other nations, but then they will have them too" rule and combine efforts with lots of countries in an organized manner. So I am not trying to build a wonder or do something out of the rules.
