Please note that I have changed the IC requirements for about 2/3 the techs, please note that some have doubled due to insanely low requirements, such as the Nuclear Weapons Development. The treasury has been added, as has clarification for IC growth. These rules shall be implemented into the stats when I start to update them in a few hours. Bengal and Centroamerica are too weak to have any effect on the war, because they need all their resources in their own countries and cannot spare anything.

However, they do support your faction with propaganda, but that's it.

Charles: You cannot simply receive the Machine Guns technology. The Germans can provide 5 IC bonus towards research, but then they cannot research anything else that turn.
