Brand new to this mod, haven't played Civ4 in many years(want to get back into the flow of things before buying civ5), and holy crap there are a ton of options when starting a new game. any recommendations for a learner?
PS. Are you the shenryyr who makes LPs of paradox interactive games on youtube?
If you are you should make a let's play of c2c
Take a look at favourite settings, a lot of them have descriptions on what each option does.
See the Favorite Settings thread for what we modders like to use for options. Those will normally work the best, although there are many many workable combinations of options.

Believe me if I can run it on my machine (WinXP, Pentium IV 3Ghz, 3GB memory, Geforce 7600GT) you should be able to on yours.
First turn on the viewports.
From the c2c FAQ thread:
Q: Viewports? What are those?
A: Version 25 now has viewports! A Viewport is a part of the map that the game engine sees, while the dll sees the entire map. This is done to reduce memory usage, which the game engine is horrible at. Using Viewports, you should never experience another MAF, as long as your machine is at least somewhat recent. To enable Viewports, go to Assets/XML/ParallelMaps_GlobalDefines.xml, and change the following define from 0 to 1.

Second, I don't have the link handy but somewhere around here I found instrucitons on how to get a 32 bit system to see 3GB of memory instead of 2.
Good to know that viewports are going to be BUG options. Also thanks for providing the 3GB switch links.
Shenryr: Fair warning, old machines take a long time to load the game. Mine (at least the one I have CIV IV on) takes about 9 minutes and the first half (4.5 minutes) there is often no indication that the game is loading other than the little light for the hard drive.
I have read about it a few times but did not see any soloutions.

got a decent game going now, no crashes lately either (I did do the memory thing for 32bit, thanks for that tip)
this mod is quite fun but also overwhelming by the sheer amount of content. it's going to take a long time to get an understanding of how things balance out and whether any of these buildings are a waste of time or actually useful... especially after founding a new village.

I read about your power mod and this is cool stuff but i cant find some parts of this mod in the C2C ex.
City Power Consumption
Each city uses up x number of megawatts from the national power level. The amount is determined by the following equation ....
1 Where I cant find it on the city screen ??? It is important to me because now building Hover Dam
making game to easy to play. I always play on GEM so after build this wonder entire africa, europe, asia has a power in reality it took years to spread energy to all cities.
2 Dont you think that power nets shoud required coppe wires?
3 What do you think about power net tile improvement for workers? The goal of idea should be have only few power plants that give energy to entire nation. SO if your enemy destroy your power nets you have no power... not long ago a half of India had no power cause something wrong happened in few of their power plants. After reserching wireless electricity we may add building that give ability to spread energy from city to city without power nets.
4 Maybe you could make it simpler ex. Every power plant (depending on type) produce some amount of energy resource.
Every conected city consumes 1 energy resource. In that way we have no micromanagement and we add very important factor to the gameplay.
Also we can trade energy with others like its hapen in modern times.
