I thank the esteemed representative of Mexico and other members of the Council. I must also greet the government of the Democratic People's Republic of Korea welcome to this forum of international negotiation. The Spanish government hopes this is the beginning of a new period of DPRK participation in international relations.
That said, Spain must express its support for the US and UK stance on this perhaps the most difficult of issues - international security. DPRK is not under any actual threat - the only aggressive power in the region is DPRK. Therefore, the development of nuclear weapons and other weapons of mass destruction cannot be considered legitimate. Throughout this last year, DPRK has shown the world why it has achieved its terrible reputation. Threats have flowed in large numbers from Pyongyang, groundless threats - unjustified desperate threats of nuclear war and destruction. It is intolerable for a tyranny as DPRK to act this way. We can only see one solution - it is up to DPRK:
We urge the DPRK to reconsider its attitude and strategy internationally. Unless DPRK can develop and maintain a healthy relationship to its neighbours and to the rest of the world a peaceful reunification of Korea cannot take place. If DPRK does not moderate its verbal attacks and aggressive policies, it will only steer into further isolation which will ultimately only hurt the Korean population as a whole.
DPRK must ratify the international treaties on the proliferation, testing, disarmament, and control of nuclear weapons again. DPRK can't be allowed to remain isolated and in possession of nuclear weapons. First step for DPRK must be to reaffirm its commitment to international cooperation. Then nuclear weapons can be destroyed under the supervision international UN-backed representatives.
DPRK must allow more democracy and freedoms for its own population - the freedom of speech and the human rights are important for all populations in the world, including the Korean. Unless progressive steps are undertaken, the population of DPRK will only suffer more - international help for DPRK can't continue unchanged if the DPRK refuses to help internationally.
Spain cannot and will not speak of consequences of not fulfilling the above requests, we hope for the good will of the DPRK government and its intention to help its own people.
