Changing buttons/icons on Great Persons

A bit of confusion here. I'm trying to switch buttons for the Great General and a few other Great persons. I'm missing a connection somewhere.

When the modified great person appears in game, the small unit icon for the unit appears with the new graphics, but the unit's button inside the city screen still uses the old graphics.

For the Great Spy, I also changed the BTS atlas file, so I think that one will work 100%. I can't find the other atlas files though.

Let's reword that a bit. Basically the problem boils down to the icons used to illustrate the Join City mission for Great Persons. There is no tag for buttons there since this mission applies to different Great Persons. I'm now wondering how I could get the program to look elsewhere for these icons.
