Changing Governments

I've played a number of games on Deity where the AI decided I must go. They use a democratic government to research science. I decide that I should make peace. However, they instantly switch to another government while avoiding any period of anarchy. They don't even have the Statue of Liberty.

This is very frustrating since they can continue a war indefinitely while having little fear of their cities being bought with a spy.
 
Yet another AI stupidity. The AI is the worst cheater of all.

Sometimes that can be used to your advantage... In the current GOTM, I managed to bribe a few Viking cities even though they are a Democracy most of the time. I just move the spy next to the city, then send an emissary. The Vikings would instantly switch to communism before seeing my emissary and this change allowed me to bribe some of their cities. Poor AI....

about changing government: the other day in a game against Strategicking, it took me 9 turns to go from despotism to monarchy. after i got it I surrendered, I was too far behind by then, because its early in the game.

Can anyone beat this? did anyone ever had a longer period of anarchy?

With the way the Oedo years work, this makes no sense. It should never be more than 4 turns. Are you sure you didn't accidentally hit OK when the "pick government" dialog came up. However, if this had happened you would have gone back to despotism and needed another revolution (or is Anarchy a choice for government?).

I don't understand that one at all.
