as you surely noticed, we implemented a moderated cabinet-chat in the channel #demogame for the last few turns. at the moment, the president and the vp are ops for this chat if they logon with their registered nicks and can then voice other ppl in the chat to be able to talk.

now i have some questions we should discuss:

1.) who should be voiced?
i propose ONLY the cabinet+governors, no citizens, no majors (as governors should speak for their majors and could always talk back to them or normal citizens in another channel, for example in #civfanatics).
all others are allways free to listen, but will not be able to speak
2.) who should be chat-organizer?
i would like to implement a kind of "chat organizer" besides me, as i can very rarely attend the chat. the citizen becomes op besides me and p+vp in the channel to voice other people.
prerequisites for this position:
* MUST ALWAYS(almost) BE PRESENT IN THE CHAT!
* MUST STAY QUIET IN CHAT IF HE IS NOT IN CABINET
* MUST REGISTER HIS NICK WITH NICKSERV IN THE CHAT
* MUST USE NORMAL CHAT-CLIENT, NOT JAVA-CHAT
* SHOULD KNOW HOW TO USE THE CHAT, CHANSERV AND NICKSERV
this position should after nominations be aproved by the cabinet

as i see from the chat-logs, since we implemented this the chat
runs much smoother and undisturbed by trash.

other questions and proposals are of course welcome here!
 
I've been at the last few chats and the giving of a 'voice' hasn't been consistent yet. I understand that it is an expiriment but we should be careful when making rules about giving 'voice'. For the last turn chat I actually had an 'official' presence (other than as mayor). I was the only one of eyrei's appointed reps who was there and I did my best to keep his views before those at the turn chat. It seemed to me that no one at the turn chat knew eyrei had appointed any reps for that turn chat. With so few players actually being able to attend the turn chat and with our practice of ad hoc appointed spokes-people I hope we do not limit someone who should have a voice.

I understand thte voice / no voice idea is meant to streamline turn chats and I am all for that. I just think that if our descision making processes between turn chats was improved we could get more done during turn chat time. It seems to me that much time is spent in turn chat discussing things that should have been decided beforehand.

The people talking at a turn chat does need to be limited, as chaos often ensues. Also, those who are to be a rep at a turn chat really need to do their homework before hand, by downloading the save and having it in front of them during the chat, to avoid distracting the pres with questions. The last couple I have attended have taken almost 3 hours. They should not take more than 1.5 hours, in my opinion.

I'm not sure if they knew or not - it seemed as though they didn't. they gave me a voice based on me being a mayor and not based on being a spokesman for you, eyrei.

I for one cannot have the game in front of me during turn chat. Turn chat occurs while I am at work and I cannot have the game installed on my work computer.:(

Anyway, my chat reps stand, until further notice, as marshalljames(deputy), Skilord(governor), disorganizer(census officer), donsig(mayor). There is a good chance I will not be at the next chat either, as I am moving this weekend, so I hope this is clear.
 
good closing statement in your first reply, donsig. something that should be addressed.

i was fully aware of your appointment of chat rep. and because of your extensive research and involvement in the forum, i would approve of you having voice whether you were a rep or not.
 
at turn chat time its the decision of the channel-op who gets voice. this will always be the president or the vice-president.
they have the final decision. if the like all citizens in... so should it be! if they like only official representatives in... ok.
 
Not having a voice does not mean one cannot be heard during turn chat. Anyone can speak out in the #civfanatics channel and there has always been at least one person with a voice in #demogame that is simultaneously in #civfanatics. I think anything of importance would be relayed to those in #demogame.

I point this out so that citizens are not discouraged from attending the turn chat sessions.
 
you are right. i could imagine having a governor ask back on his mayors in the #civfanatics and then relay a decision taken there to #demogame... if we only had more citizens in #civfanatics at chat-time, maybe some short-polls could take place there during a turn if a mayor decision is inevitable.
