Mayybe it's a hairless raccoon, but that's the best guess I've got. It sure as hell isn't a canine because canines dont pick up food and eat it with their front paws. Whatever it is, it's ugly and evil-looking. 
If it is a diseased raccoon, maybe it says more about what's in the water than anything else.
