CIA Military Modernization 1425 AD

As requested by the MSAV, the CIA is looking into modernizing our armies to fight the Zulu.

Currently we have 21 upgradeable musketmen 2.4.1 to rifleman 4.6.1, this will however, cost us 940 gold (we have 5621 gold and make 114 gpt).

Another possibility is upgrading 6 samurai 4.4.2 (120 gold) info Cavalry, which have 2 more attack but one less defense

The CIA strongly supports this upgrade as it will help the war effort and we eventually will need strong modern troops.
 
They are indeed cheaper in Vanilla. 20 Gold for Samurai-Cavalry, and 40 gold for Musket to Riflemen. So it is only 1600.

Changed, it looks like PTW has the same ammounts from vanilla too.
 
Remember that we may be acquiring Replaceable parts inside of the next turnchat. So an upgrade to infantry should be coming soon.

I would argue, then, that we don't need, or want, ROP's. Agreements such as those must offer concrete benefits to us, beyond merely making conquest easy. We don't need to completely modernize our entire military, just a solid core of it. We're currently in the middle of the dead zone, where wars are bloody, difficult and slow. This won't change until Tanks arrive.

Assuming that we went with a strong outer, softer inner defense, how many cities would require modern troops? What impact would that have on the costs?

Upon a closer look, I actually agree, and have jointly with Blackheart that we keep our Elite Samurais and Swords, as well as regular pikes. However, we want to upgrade all musketmen to infantry, and all cannons to artillery, which should be a compromise people can live with. However, we got stretched borders, so this will fit the picture you seek to establish. So your input has been respected and as such integrated in the reform plan, with 10 traditional units kept.
